Représentation théorique des marchés de permis négociables
Résumé.
La création de marchés de permis négociables pour réguler certains problèmes de pollution est fréquemment justifiée en invoquant la supériorité
de la coordination marchande par rapport, notamment, à un système de taxe. Montgomery établit en 1972 le principal résultat théorique en faveur
de ces marchés : ces marchés possèdent un équilibre permettant de respecter certaines contraintes environnementales au moindre coût pour les
entreprises. Il s'agit ici, à travers une présentation de ce résultat et de ses interprétations économiques, de s'intéresser à la représentation
du marché et au statut des ajustements de prix.
Abstract.
The question at stake is that of the theoretical representation of marketable permits. The setting up of such markets to
regulate pollution problems is justified by constant reference to the efficiency of market coordination. Indeed, Montgomery
established in 1972 the existence of an efficient solution - enabling the respect of environmental norms at the lowest cost.
Nevertheless, the problem of the exchange process, of prices formation on these markets is generally eluded and efficiency of
market coordination is implicitly assumed.
