Résumé.
Ce Cahier MATISSE de la MSE de Paris 1 est tiré d'un rapport que l'auteur a écrit pour la Commission des Droits de l'Homme de
l'Organisation des Nations Unies (Genève) et conjointement présentée par le Centre Europe - Tiers Monde et par l'American Association of
Jurists. Il analyse la "bonne gouvernance" comme une attaque idéologique contre tout "bon gouvernement", présente le
FMI comme un modèle de "bad governance" et souligne la nécessité de transformations du système mondial pour le
développement et la démocratie.

Abstract.
This MATISSE Working Paper of the MSE of Paris 1 is taken from a report that the author has written for the Commission on
Human Rights of the United Nations (Geneva) and jointly presented by the Europa - Third World Centre and by the American
Association of Jurists. It analyses the "good governance" as an ideological assault against all "good
government", presents the IMF as a model of "bad governance" and underlines the necessity of
transformations of the world system for development and democracy.
