Can-Mercosur : Libéralisation commerciale et potentiel d'échange bilatéral. Evaluation à l'aide d'un modèle gravitationnel

Résumé. Cet article se propose d'analyser de manière descriptive et empirique la structure des flux de commerce bilatéraux entre la Communauté Andine et le Mercosur. Nous observons dans un premier temps que, depuis 1990, la relance du processus d'intégration s'est traduite par une augmentation subsrantielle du commerce intra-bloc. L'importance du commerce bilatéral entre la Communauté Andine et le Mercosur continue d'�tre assez modeste malgré les progrès enregistrés au cours de la décennie passée. En février 1995, s'est tenue la première réunion d'exploration entre la CAN et le Mercosur pour la création d'une Zone de Libre-échange entre les deux blocs grâce à un plan en deux étapes. Les négociations CAN-Mercosur ont cependant pris du retard étant donné que les deux blocs devront s'engager d'ici 2005 vis-à-vis des Etats-Unis dans le cadre de la Zone de Libre-échange des Amériques (ZLEA). Dans un second temps, nous constatons que le potentiel d'accroissement des échanges bi-régionaux est très important comme l'attestent les résultats de notre étude empirique. L'objectif de cette étude est d'analyser et d'identifier les différents facteurs macro-économiques influençant les flux commerciaux entre la CAN et le Mercosur grâce à une équation de gravité. Nos résultats indiquent que l'ensemble des pays des deux blocs a un très grand potentiel de commerce. L'introduction de variables instrumentales indiquant l'appartenance au Mercosur ou à la Communauté Andine ainsi que l'estimation de la constante nous montrent qu'une poursuite de la diminution des barrières tarifaires et non tarifaires permettait une réelle augmentation des flux de commerce bilatéral.

Abstract. This article provides an empirical and descriptive analysis of bilateral trade flows between the Andean Community and the Mercosur. Firstly, since 1990, we can observe a boost in the integration process and a substantial increase in intra-bloc trade. The magnitude of bilateral trade between the Andean Community and the Mercosur is still modest despite the improvement that occured in the past decade. The first exploration meeting between the Mercosur and the Andean Community was held on February of 1995 to create a Free Trade Area according to a two-stage plan. However, the CAN-Mercosur negociations take more time than what was initially scheduled, and, on the other hand, the negociations for the Free-Trade Agreement of the Americas (FTAA) with the United States have to be started by the year 2005. Secondly, we notice that the bi-regional trade increasing potential is very important as asserted by the results of our empirical study. The purpose of this work is to analyse and identify the different macroeconomic factors influencing trade flows between the Andean Community and the Mercosur with a gravity equation. Our results highlight a huge trade potential between the two regional blocs. The inclusion of dummy variables indicating the Mercosur or Andean Community membership and the estimation of the constant show the improvement of bilateral trade flows when the reduction of tariff barriers and non-tariff barriers is carried on.
