The state vs. the public service : the hidden face of endogenous growth theory
Résumé.
Les modèles de croissance endogène sont généralement présentés comme : 1. une macro-dynamisation de
l'équilibre général walrasien, 2. en rupture avec Solow, 3. identifiant les moteurs
actuels du progrès technique et de la croissance grâce aux externalités et rendements
croissants, 4. réhabilitant l'intervention de l'Etat, surtout en matière sociale, 5.
traduisant le rapprochement néo-classique de problématiques hétérodoxes. Ces
positions, objets de consensus, sont erronées. Cet article contribue à la critique de cette
théorie en éclairant sa "face cachée", spécialement les
ambiguïtés de sa redéfinition du rôle de l'Etat.
Abstract.
The endogenous growth models are generally presented as : 1. a macro-dynamic version of
Walras' general equilibrium, with micro-economic bases ; 2. a break with Solow's
representation, which proved incapable of explaining growth ; 3. identifying present
motors of technical progress and growth by shining light on the notions of externalities
and increasing returns ; 4. rehabilitating state intervention, particularly in social
areas ; 5. closing the gap between neo-classic authors and heterodox issues. These
positions, on which a consensus has been built, are erroneous. The aim of this article is
to contribute to the critique of these models by throwing light on their "dark
side", especially on the ambiguities surrounding the state's role.
