Environmental policy and growth when inputs are differentiated in pollution intensity
Résumé.
La politique environnementale modifie les parts de marché des différents biens intermédiaires lorsque
ceux-ci sont différentiés dans leur intensité en émissions polluantes. Si les innovations sont
relativement propres, une taxe sur les émissions accroît la part de marché des biens récents, qui sont
aussi les plus productifs. Dans ce cas, la taxe doit croître le long d'un sentier régulier pour que la
distribution des parts de marché des différentes générations de biens reste constante. Une
augmentation de la charge de la taxe réduit initialement le niveau de la production, mais en comparant
les sentiers réguliers, on trouve qu'elle incite à entreprendre plus de R&D. Une politique
environnementale restrictive peut alors, par ce canal de transmission, stimuler la croissance
économique.
Abstract.
Environmental policy affects the distribution of market shares if intermediate goods are
differentiated in pollution intensity. When innovations are environmental friendly, a tax
on emissions skews demand towards new goods, which are the most productive. In this case
along a balanced growth path the tax has to increase to keep the market shares of goods of
different vintages constant. An increase in the burden of taxation lowers output on impact
but, comparing balanced growth paths, we find that it spurs innovation. Through this
channel environmental policy may increase the growth rate of the economy.
