Politique de l'emploi et protection contre le chômage en Corée du Sud depuis la crise asiatique

Résumé. Cet article porte sur la politique de l'emploi et la protection contre le chômage en Corée du Sud après la crise asiatique. Les auteurs commencent par une présentation des conséquences de la crise de 1997 - 1999 sur le marché du travail (chômage massif...). Ils montrent que l'impact social négatif de cette crise a été tout à fait important, en augmentant très significativement les inégalités et la pauvreté. Les différentes mesures prises par le gouvernement sud-coréen en matière d'emploi et d'assurance-chômage sont ensuite analysées en détail. Les limites des dispositifs mis en oeuvre et certaines inquiétudes pour l'avenir sont finalement soulignées.

Abstract. This article deals with the labour market policy and the protection against unemployment in South Korea after the Asian crisis. The authors begin with a presentation of the consequences of the 1997 - 1999 crisis on the employment market (massive unemployment...). They show that the negative social impact of this crisis has been quite strong, particularly through the sensitive increase of inequalities and poverty. The different measures taken by the South-Korean government concerning the labour market and the unemployment-insurance are analysed in depth. Finally, the limits of the schemes in application and some worrying tendencies are underlined.
