Optimal age of retirement and population growth
Résumé.
L'objectif de ce papier est d'étudier le partage optimal des ressources entre les générations
lorsque l'âge de la retraite - en plus des niveaux de consommation et d'investissement - peut être
choisi par un planificateur social. Nous exploitons un modèle à générations
imbriquées développé par Hu [1979] qui étend le modèle de Diamond en
endogénéisant l'âge de la retraite. Dans un cadre de croissance endogène, nous
étudions la relation entre le taux de croissance de la population et l'âge de la retraite. Nous
montrons qu'il existe une relation croissante entre l'âge de la retraite et le taux de croissance de la
population si et seulement si l'élasticité de substitution entre le travail des jeunes et celui
des vieux est strictement inférieure à un. Nous montrons aussi que face à un choc
démographique négatif, s'il est optimal d'accroître l'âge de la retraite, il est
également optimal de diminuer les transferts donnés aux vieux.
Abstract.
The purpose of this paper is to study intergenerational optimal resources sharing when the social planer can
choose the retirement age in addition to consumptions and investment. We use the extension of the Diamond
analysis by Hu [1979] that incorporates endogenous retirement age. We study the case where the growth rate is
endogenous and we rely on a specification using log-linear utility and Cobb-Douglas production functions. The
analysis concentrates on how population growth affects the optimal retirement age. We find that the optimal
retirement age is not necessarily high in economies with low population growth rates. Interestingly, the optimal
retirement age is an increasing function of the population growth rate if and only if the elasticity of
substitution of old agents' labor for young agents' labor is lower than one. We also show that in the case of a
negative demographic shock, if it is optimal to increase the retirement age, it is also optimal to decrease the
transfers given to old agents.
